I build it with similar commands as I used before for Building QT 6.3.1 with OpenSSL for Windows. The only difference was that I added -static-runtime option and skipped qtquick3dphysics and qtspeech modules:

Qt is now configured for building. Just run 'cmake --build . --parallel'
Once everything is built, you must run 'ninja install'
Qt will be installed into 'C:/dev/libs/Qt6.4/windows'
To configure and build other Qt modules, you can use the following convenience script:
C:/dev/libs/Qt6.4/windows/bin/qt-configure-module.bat
If reconfiguration fails for some reason, try removing 'CMakeCache.txt' from the build directory

Now my app does not depend on MSVC Runtime directly:
But only OpenSSL depends on VCRUNTIME140.DLL:
I built OpenSSL with no-shared option and then tried to build QT with it, but without a success.
